SBMA receives patient transport vehicle from PAGCOR

Subic Bay Metropolitan Authority (SBMA) received a patient transport vehicle from the Philippine Amusement and Gaming Corporation (PAGCOR) during a turnover ceremony held at its head office in Pasay City on May 26, 2026.

PAGCOR President and Chief Operations Officer (COO) Atty. Wilma T. Eisma turned over the patient transport vehicle to SBMA Public Health and Safety Department (PHSD) Medical Services Division OIC, Dr. Arlene Gravina-Cesa.

SBMA Chairman and Administrator Eduardo Jose L. Aliño expressed his gratitude to PAGCOR for the patient transport vehicle, which will boost the efficiency of medical service delivery in Subic Bay Freeport.

“My heartfelt thanks to PAGCOR, especially to Chairman Alejandro H. Tengco, for providing the Freeport with a patient transport vehicle. This unit will certainly enhance the services of our Public Health and Safety Department (PHSD) during the scheduled, non-emergency transfer of clinically stable patients,” he said.

“Kay Mam Amy (Eisma), marami pong salamat at hindi pa rin kayo nakakalimot sa iyong dating tahanan, ang SBMA,” he added.

Meanwhile, according to Tengco, the donation is part of the agency’s broader efforts to make basic healthcare more accessible, ensuring that communities and sectors in need can receive urgent medical attention through these new patient transport vehicles.

“More than simply meeting targets, it reflects a clear commitment: to support healthier, more resilient communities by investing in essential services people rely on when it matters most,” he said.

The donation is one of many under PAGCOR’s ongoing nationwide program to distribute medical transport vehicles.

Aside from the SBMA, PAGCOR also donated patient transport vehicles to the Metropolitan Manila Development Authority (MMDA) (two vehicles), Bureau of Corrections (BuCor), and the local government units of Manay, Davao; Narra, Palawan; and Dumaguete. (MPD-SBMA)

861 SBMA COS, JO employees get 5-day wellness leave per CSC-COA-DBM Joint Circular No. 1

The Subic Bay Metropolitan Authority (SBMA) Board of Directors has approved the Grant of Ancillary Benefits to Contract of Service (COS) and Job Order (JO) employees, including five days of Wellness Leave. 

SBMA Chairman and Administrator Eduardo Jose L. Aliño explained that the Civil Service Commission (CSC) has approved a five-day paid Wellness Leave for government employees, starting January 1, 2026. 

This supports the primary goal of the government to provide a better quality of life for Filipinos thru mental and physical health and well-being initiatives, by allowing up to three consecutive days off, separate from existing vacation/sick leaves. This applies to public sector officials and employees. 

Aliño added that the Board approved the Grant of Ancillary Benefits through Board Resolution No. 26-01-1655 on January 27 which was then issued on January 28, 2026, following Joint Circular No. 1, Series of 2025 by the Civil Service Commission (CSC), Commission on Audit (COA), and the Department of Budget and Management (DBM).

Under CSC-COA-DBM Joint Circular No. 1, s. 2025, government COS and JO workers are entitled to ancillary benefits such as overtime pay (based on CSC-DBM JC No. 2, s. 2015), reimbursement for official local travel, and a potential 20% premium on daily pay, subject to fund availability and contract stipulations. 

Additionally, the said SBMA Board Resolution authorizes the agency to provide ancillary benefits to COS and JO employees, such as Compensatory Time Off (CTO), Flexible Working Arrangement (FWA), Reimbursement of Authorized Official Travel Expense, and Wellness Leave.

Aliño further said that the grant of these benefits is intended to empower COS and JO workers to more effectively fulfill their contractual obligations, particularly where service exigencies require extended work hours, mobility beyond official stations, and the continuity of SBMA operations.

They may also receive a year-end gratuity pay of up to ₱7,000 for 2024, depending on the length of service.

These benefits are generally applicable to national government agencies, state universities and colleges (SUCs), and government-owned or controlled corporations (GOCCs), subject to budget availability.

The adoption of FWAs has been institutionalized across both public and private sectors to enhance productivity, promote work-life balance, and ensure business continuity during disruptive situations.

Subic-Clark-Manila-Batangas railway project gets grant from Sweden

The Swedish government has extended a 12 million Swedish krona (around PHP74 million) grant for the Luzon Economic Corridor’s (LEC) flagship Subic-Clark-Manila-Batangas (SCMB) railway project.

The Office of Special Assistant to the President for Investment and Economic Affairs (OSAPIEA), in a press release on Wednesday, said the agreement was signed between the Government of Sweden, through Swedfund International, and the Department of Transportation (DOTr), and the document for the grant was presented at the Malacañang Palace on Wednesday.

“Swedfund’s grant will fund a feasibility study on signaling systems and operational models for the SCMB railway - the anchor infrastructure initiative of the LEC that will connect the major ports of Subic, Manila, and Batangas, strengthening logistics and trade across Luzon,” it said.

It said the Manila-based “Asian Development Bank will oversee procurement of the consultant for the main feasibility study.”

SAPIEA Secretary Frederick Go and Swedish Ambassador to the Philippines Anna Ferry led the group during the presentation.

They were joined by Sweden’s Ministry of Foreign Affairs Department Head for Asia, the Pacific and Latin America Daniel Wolvén, Sweden’s Trade Commissioner to the Philippines Johan Lennefalk, DOTr officials led by Acting Secretary Giovanni Lopez, and representatives from the Department of Finance and the Department of Foreign Affairs.

“This partnership between the Philippines and Sweden advances the President’s vision of developing globally competitive logistics infrastructure that will drive investment and inclusive growth,” Go said in his keynote address during the event.

Ferry, in turn, welcomed the partnership, saying: “This additional agreement with the Department of Transportation is a remarkable example of synergies and cooperation between public and private efforts.”

“We are proud to support the Philippines’ development goals with Swedish technology and expertise in transportation and provide a boost for sustainable growth and opportunities,” she said.

OSAPEIA said the Swedfund International’s support “complements the June 2025 funding from the U.S. Trade and Development Agency, which supports parallel studies on transport modeling, port–rail integration, and institutional planning.” (PNA)

SBMA extends suspension of business fines, fees

The Subic Bay Metropolitan Authority (SBMA) has further suspended the collection of penalties and other fees from Subic Bay Freeport (SBF) business locators and residents to help ease economic difficulties during the Covid-19 pandemic.

In a memorandum issued last Friday, SBMA Chairman and Administrator Wilma T. Eisma said the Subic agency has extended the suspension of penalty payments until the end of June to further assist companies and other stakeholders in recovering from the lockdown.

The extension covered penalties on late payment of billings, fees on deferment of deposit for maturing post-dated checks, and due dates covering payment schemes with deed of undertaking, which were all initially suspended from March to May 2020.

“Following the imposition of the Luzon-wide enhanced community quarantine (ECQ) beginning March 16, we have ordered the majority of Subic locators to stop their day-to-day operations and the residents to stay at home,” Eisma noted.

“Given the status that we are right now where some companies are still closed or operating on scaled-down capacity, we find it necessary to further assist our locators and residents by suspending the collection of these fees until June 30,” she added.

Prior to this, the SBMA board of directors approved the suspension of penalties and other fees as economic relief assistance to companies and other payers in support of RA 11469, or the Bayanihan to Heal as One Act.

The measures ratified by the SBMA board by way of referendum were the following: Certification No. 20-087, which suspended the imposition of penalty on late payment of billings from March to May 2020; Certification No. 20-088, which suspended fees on deferment of deposit of the maturing post-dated checks of locators and residents with written request for deferment from March to May 2020; and Certification No. 20-089, which extended March to May 2020 due dates covering payment scheme agreements with deed of undertaking.

Eisma said the same resolutions authorized the SBMA chairman and administrator to extend the said measures for another 30 days, as needed.

“Taking note that the SBF further complied with the extension of the ECQ from April 16 to May 15, the modified ECQ from May 16 to 31, and the general community quarantine (GCQ) from June 1 to 15, local businesses really deserve some boost for them to recover,” she added.

Eisma also pointed out that the SBMA had extended the validity of expired IDs and access passes for SBF workers until June 30 and allowed the renewal until July 31 of vehicle decals with one-year validity issued last 2019.

The SBMA announced earlier that close to 900 companies are now operating in the Subic Bay Freeport under GCQ rules, which is about half of all the registered enterprises in the Freeport.

Under the IATF guidelines, some companies were allowed to reopen at either 100% operational capacity; 50% up to full operational capacity; or 50% work-on-site arrangements, work-from-home, and other alternative work arrangement. Still, others, mostly from the leisure sector, were not yet allowed to operate.

Eisma said the SBMA is expecting more reopening in the coming weeks, as more qualified companies comply with minimum safety protocols specified under government guidelines. (MPD-SBMA)

Japan pledges assistance for Subic Bay master plan

Japan has pledged to extend technical assistance for the development of the Subic Bay Freeport Zone and its surrounding areas, according to the Department of Finance (DOF).

In a statement, the DOF said Japan Prime Minister Shinzo Abe has conveyed Japan’s commitment to provide assistance in crafting a master plan for the regional development of Subic Bay.

This happened during their bilateral meeting on Monday on the sidelines of the 35th Association of Southeast Asian Nations (ASEAN) Summit in Bangkok, Thailand.

“The two leaders affirmed that the Japanese assistance is a testament to the deepening strategic partnership between Japan and the Philippines,” the DOF said.

According to the DOF, the proposed master plan would outline possible projects in Subic Bay and its surrounding areas, particularly in the fields of road network development, logistics terminal development, disaster risk management and other public utilities development.

Japan remains to be the top provider of official development assistance (ODA) loans and grants to the Philippines, totaling $8.26 billion as of December 2018. This accounts for 46 percent of the country’s total ODA loan portfolio.

Since 2016, the DOF said Manila and Tokyo have signed 10 loan agreements, which provide Japanese funding support for big-ticket infrastructure projects under the Duterte administration’s Build Build Build program. (Mary Grace Padin, Philippine Star)

SBMA, Subic firms send P70k donation to Orion fire victims

Employees of the Subic Bay Metropolitan Authority (SBMA) as well business locators in the Subic Bay Freeport sent in more than P70,000 worth of donations to victims of the fire that razed more than 600 houses in Orion, Bataan late last month.

SBMA Public Relations Department manager Armie Llamas said the Subic agency mounted a donation drive for the fire victims and collected some 25 boxes of assorted supplies from various SBMA departments and companies operating in the Freeport.

The donations consisted of sleeping mats, water pails, plates and drinking cups, various toiletry items, blankets, pillows, canned goods, and used clothes. These were turned over last week to Orion, Bataan Mayor Antonio Raymundo, Jr.

In a separate project, the SBMA’s 89.5-FM Subic Bay Radio also collected a significant volume of donations as it asked listeners to contribute in the aftermath of the Orion fire.

Acting station manager Menandro Magcale said that good Samaritans from the Subic Bay Freeport and Olongapo City provided 5 cavans of rice, 6 boxes of canned goods, 4 boxes of noodles, 3 boxes of bread and biscuits, 2 boxes of assorted packed food, 3 boxes of hygiene products, assorted kitchen and house ware, and beddings and mattresses.

The station likewise collected some 100 pairs of shoes and slippers, as well as a dozen huge plastic bags of used clothes.

The radio station staff, along with volunteer students from Aura College in the Freeport, delivered the donations on Feb. 8 to social welfare workers at the main evacuation center in the Bataan School of Fisheries in Orion.

SBMA Chairman Wilma T. Eisma, meanwhile, lauded the SBMA employees, business locators and other stakeholders in the Subic community for showing concern for other people who are in need.

“Your gesture of love and kindness for others, especially our neighbors in Bataan, best exemplifies the culture of benevolence and malasakit that we are cultivating in this community,” Eisma added.

Reports said that more than 1 6,000 individuals fled to temporary evacuation centers after a fire broke out at Sitio Depensa in Barangay Capunitan, Orion on January 29.

Abetted by strong winds, the fire razed down more than 600 houses made of light materials that were home to mostly fishermen and informal settlers. (HEE/MPD-SBMA)

Loan facilities now open to MSMEs in Subic Bay Freeport

A financial assistance program is now available here for Micro, Small, and Medium Enterprises (MSMEs) that are accredited to deliver goods and services in the Subic Bay Freeport Zone.

SBMA Chairman and Administrator Wilma Eisma said the SBMA has partnered with the Land Bank of the Philippines (LBP) to provide loan facilities to MSMEs and other logistics-focused companies as part of the agency’s port marketing initiative.

The SBMA had initiated talks with the LBP as early as February last year to push for the loan facility under the agency’s program to assist MSMEs operating in the Freeport, she said.

According to Land Bank Subic Bay Branch Manager Edwin Manalo, interested MSMEs can avail of the loan facility through the Zambales Lending Center, a unit of the Land Bank that was formerly located in Dinalupihan, Bataan.

“As the number one government financial institution, Land Bank is always here to help the community on their financial needs. With the transfer of our Lending Center to Subic, we will be in a better position to help the public, especially MSMEs needing financial assistance,” he added.

Land Bank is a universal bank owned by the Philippine government with a special focus on serving the needs of farmers and fishermen and keeping them financially viable to help promote countryside development.

Zambales Lending Center Manager Ma. Marita San Diego said that this partnership with the SBMA is especially intended for corporations, private enterprises, cooperatives, as well as non-SBFZ companies that are accredited to deliver goods and services in the Freeport.

She said that processing time for MSME loan would take around 45 days, after the applicant submitted a complete set of the requirements.

San Diego added that her office has already received several some applications after the center relocated from Bataan to Subic Bay.

One of the applicants, she said, is a transport cooperative that proposes to field electric buses at Subic’s CBD area to provide a cheaper alternative to the riding public.

Japan to provide firetrucks, ambulances for cyclone-hit areas in PHL

Japan is providing firetrucks and ambulances to cyclone-affected areas in the Philippines, including those hit by super Typhoon Yolanda (Haiyan) last year.

Officials of the Philippines and Japan signed a grant contract for "The Project for Providing Emergency Vehicles for the Typhoon-Affected Areas in the Philippines" Thursday.

The Japanese embassy said 20 vehicles – 17 firetrucks and three ambulances – for areas damaged by Yolanda are to arrive at the Subic Bay Metropolitan Authority in early November.

Signing the agreement were Japan chargés d'affaires to the Philippines Tetsuro Amano and Bureau of Fire Protection head Chief Superintendent Carlito Romero.

The grant involves $202,760 (P8.5 million) and is funded through the Grant Assistance for Grassroots Human Security Projects (GGP).

Last May 5, the project was initially announced when a delegation led by Japan-Philippines Parliamentarians' Friendship League president Kenji Kosaka met with Senate President Franklin Drilon, President of Philippines-Japan Parliamentary Association (PJPA) in Manila.

"It is part of Japan's additional donation to the Philippines of previously-used 20 emergency vehicles (17 firetrucks and three ambulances) intended primarily for the municipalities seriously damaged by Typhoon Yolanda/Haiyan in Central Visayas," the Japanese embassy said.

The Japanese government, the top Official Development Assistance donor for the Philippines, launched the Grant Assistance for Grassroots Human Security Projects in the Philippines in 1989 to reduce poverty and help communities engaged in grassroots activities.

At least 499 grassroots projects have been funded by GGP.

"Japan believes that this project will not only strengthen the friendship between the peoples of Japan and the Philippines but also contribute to further fostering a strategic partnership between Japan and the Philippines toward the future," the embassy said. (Joel Locsin /LBG, GMA News)
