SBMA honors 175 service awardees

A total of 175 service awardees were honored during the Subic Bay Metropolitan Authority (SBMA)’s 11th Loyalty Awards Ceremony at the Subic Bay Exhibition and Convention Center on November 17, 2025.

The SBMA Loyalty Awards aim to recognize employees who have served in government for ten years, 15, 20, 25, and 30 years.

The ceremony was graced by Civil Service Commission-Central Office’s Assistant Commissioner for Professionalization and Cooperation Atty. Judith A. Dongallo-Chicano.

“This celebration stands as a testament to your dedication and commitment. We celebrate not only the number of years you have devoted to public service. Each of you has been part of the continuing journey of the Subic Bay Metropolitan Authority. SBMA stands strong today because of people like you. You have been part of every improvement, every achievement, and every story of progress that defines this institution,” Dongallo-Chicano said.

44 awardees in the ten years of service were recognized, including a posthumous award for an employee who passed away in August 2024; 5 awardees in the 15 years of service; 114 awardees in the 20 years of service; nine awardees in the 25 years of service; and three awardees in the 30 years of service.

Meanwhile, the said awardees, together with the Employee of the Year 2024 finalists, whose awarding ceremony also coincided with the Loyalty Awards ceremony, were accorded a tribute through a grand entrance with the Jose de Piro Kabataan Orchestra, a non-profit organization from Dinalupihan, Bataan.

Nora P. Sevillejo, one of the three awardees in the 30 years of service, delivered her inspirational message expressing heartfelt gratitude to her colleagues and to the SBMA, being her second home for the past three decades.

“I am deeply honored to stand before you today as we celebrate the recipients of the Loyalty Awards. 30 years in service, this recognition holds great significance not just for the individuals receiving it, but for all of us who have had the privilege to work alongside all of you,” Sevillejo said.  

“Loyalty is a value that is built on trust, commitment, and unwavering dedication. It is not measured by time alone, but by the quality of service. The individuals we honor today have demonstrated all these qualities and more. SBMA has been more than just a workplace. It has been a place where I have been able to build a career, and be part of a community,” she added.

Sevillejo recalled she started as a volunteer in the Tourism Department with fellow awardee Judith Stenseth in 1994. She was assigned to the Financial Planning & Budget Department, and the latter to the Treasury Department, after a few months as a volunteer. From then on, Sevillejo has strictly monitored the capital expenditures of SBMA according to rules. MD honored as SBMA's best employee of 2024

A medical doctor received the highest honors as the Subic Bay Metropolitan Authority (SBMA) recognized outstanding employees during the Employee of the Year 2024 Awards Ceremony.

Dr. Arlene Cesa of the Support Services Group, a Medical Officer IV and officer-in-charge of the Medical Division of the Public Health and Safety Department, was named SBMA Employee of the Year (EOY) 2024-Category 2 during the awards ceremony held at the Subic Bay Exhibition and Convention Center (SBECC) on November 17.

SBMA Chairman and Administrator Eduardo Jose L. Aliño led the awards ceremony and welcomed guests and awardees to the event.

“Our finalists, chosen through a rigorous process, truly embody what it means to be a breed apart. Employees who go beyond routine, think outside of the box, and serve with creativity, integrity, and compassion. Public service is both a responsibility and an honor. It is not defined by rank nor title, but by the trust we uphold, and the excellence we bring to even the smallest task. Transparency, accountability, and dedication are the values that elevate the ordinary work into extraordinary service,” Aliño said.  

In her acceptance speech, Cesa accepted the award not only for herself as an individual, but for her entire department.

“This is not about one person, but about the whole of Public Health and Safety Group, particularly the Health and Safety Department, in both creation and redemption. When we offer our daily efforts in union with the Lord, our profession becomes more than labor. It becomes a way to sanctify the world,” Cesa said.

“The journey of becoming a health care professional humbles us. We can encounter human sufferings, face our own limitations, and realize we can’t fix everything. And that’s okay. That awareness makes us more approachable, more compassionate, more humane. Humility makes us more humane, and our patients will feel that. Our patients will not only remember our medical knowledge. But they will definitely remember how we made them feel,” Cesa added.

Cesa is well-known in the agency for her calm demeanor towards patients and her colleagues, as she demonstrates a team-player mentality.

In the span of 24 years in the agency, it has been her practice to accommodate patients even when off-duty, stay beyond working hours when needed, and even volunteer as a reliever for her colleagues.

Her bottomless source of energy has pushed several health-related projects to be implemented by the department, such as the quarterly health caravan, which is an information campaign involving SBMA employees and SBF stakeholders alike, as part of the agency's bid to secure certification of ISO 45001:2018, or the Occupational Health and Safety International Standards.

Other contenders in the Category 2 were Julious Macam of the Chairman & Administrator’s Group, Beatrix Anagaran of the Business & Investment Group, Librado Canara, Jr. of the Operations Group, Roderic Grueso of the Public Services Group, and Rossell Abuyo of the Regulatory Group.

Meanwhile, Helen Castillones of the Regulatory Group bagged the EOY 2024 in Category 1.

Catillones holds a Secretary I position in the Ecology Center, and does overall administrative tasks for the department. But she also works in the Policy and Monitoring or Waste Management Division. Despite the tasks at hand, she finished her Bachelor’s Degree in Office Management in August 2024.

She became a finalist for taking charge of the regular recycling day in housing areas in the Subic Freeport in Binictican, Kalayaan and Cubi. She also initiated the department’s digitization of records and trained personnel from the Pastolan Forest Conservation Group on filing and data management.

Other contenders in Category 1 were Grace Encina of the Chairman & Administrator’s Group, Cresencia Maulas of the Business & Investment Group, Marifel Sazon of the Operations Group, Marjorie Anne Tiania of the Public Services Group, and Sheila Mae Mari of the Support Services Group.

The EOY 2024 Awards ceremony was followed by the Loyalty Awards ceremony, where 175 service awardees were recognized, including a posthumous awardee. These awardees include employees who served the agency for ten years, 15 years, 20 years, 25 years, and 30 years. (MPD-SBMA)

SBMA Chairman's group, Operations group finalists bag SBMA Employee of the Year 2023 awards

The Subic Bay Metropolitan Authority (SBMA)’s Chairman and Administrator’s group bagged both Employee of the Year (EOY) 2023 awards for Category 2 and Category 1 respectively, tying with the Operations group finalist in Category 1. 

Chairman and Administrator Group finalists Lex Byron Magrata of the Public Relations Office (PRO) and Ryan Joseph Garcia of the Planning and Development Office (PDO) were named EOY 2023 for Category 2 and 1 respectively; the latter tied with Operations Group’s Domar Reolizo of the Seaport Department. 

“This special occasion allows us to honor and celebrate the unwavering dedication, commitment, and excellence as demonstrated by our extraordinary team members,” SBMA Chairman and Administrator Eduardo Jose L. Aliño said in his welcome remarks. 

According to Aliño, the EOY is primarily selected by the Group Selection Panel (GSP) of their respective Strategic Business Units (SBUs), namely, Chairman & Administrator Group (ChAd), Business & Investment Group (BIG), Operations Group, Public Services Group (PSG), Regulatory Group (REG), and the Support Services Group (SSG). 

Aliño explained that at the very start of the nomination process, employees will be nominated according to their innovation &/or productivity, quality customer service, and malasakit and honesty. At the end of the year, their respective GSPs will come up with a finalist for Category 1 and Category 2 who will represent their SBUs. 

He also said that the finalists will undergo an interview by the Program on Awards and Incentives for Service Excellence (PRAISE) Committee which will decide who the EOY would be. 

Reolizo, hired by the agency as a clerk at the Port Management Division of the Seaport Department in 2018, made his mark with his proficiency in Google functions after barely six years in the government service.  

He automated the Trade Facilitation and Compliance Department’s and Seaport Department’s current system—the online overtime request, the seaport employee leave monitoring system, the Google scan image for seaport manual documents, and the online admission system--by maximizing the use of the G-Suite tools. 

In his acceptance speech, he thanked his family and the Operations group for the opportunity to be where he is now. 

Tying with Reolizo in Category 1 is Garcia, who initially was a driver-slash-messenger for the PDO in 2019. Still, he performed above and beyond his duties which made him one of the most reliable and integral parts of the department. 

He authored the guidelines for the procurement and distribution of the agency’s tokens to centralize the procurement of various kinds of tokens upon the request of the Accounting Department, Financial Planning and Budget Department (FPBD), and Procurement and Property Management Department (PPMD) to the PDO, being the expense account manager for tokens. 

Likewise, he expressed gratitude to everyone behind his success—his family, his superiors, and the agency. 

Meanwhile, Magrata, the EOY 2023 for Category 2, expressed his deep gratitude to OIC-DeputyAdministrator for Corporate Communications Armina Llamas for the trust and confidence accorded to him and his division’s staff. 

Magrata and his staff in the SDD were transferred to the PRO in November 2022 from the Ecology Center. 

In less than two years of his stint with the PRO, Magrata has been instrumental in securing a land area of more than four hectares at Sitio Kinabuksan worth P2.4 million in annual rental revenue when he worked promptly with the Office of the Solicitor-General (OSG) in drafting judicial affidavits that resulted to the court’s favorable decision to SBMA. 

He also assisted the court’s sheriff in delivering notices of Writ of Execution to informal settler respondents. Because of his engagement in a dialogue with respondents, 20 out of 38 have vacated the SBMA property. 

Other finalists were Frankie Ebidag (Business and Investment Group), Reynaldo Casimero (Public Services Group), and Rolando Cabrera (Support Services Group) for Category 1; and Jojit Catungal (Business and Investment Group), Capt. John Dulnuan (Operations Group), Rolando Lomboy (Public Services Group), and Raquel Bautista (Support Services Group) for Category 2. 

No representatives from the Regulatory Group were presented in both Category 1 and Category 2. 

The SBMA’s EOY awards program started in 2006. Initially, finalists were selected from an array of Employees of the Month of the SBUs, which in 2011 became Employee of the Quarter; and in 2019, Category 1 and Category 2 were launched to allow competition on their respective levels. (MPD-SBMA)

SBMA names engineer, foreman as agency’s 2021 Employees of the Year

The Subic Bay Metropolitan Authority (SBMA) has conferred the 2021 Employee of the Year (EOY) award to an Engineer and a Foreman. 

Bagging the most prestigious award of the agency were Engr. Jomel Libut of the Regulatory Group for Category 2 and Peter Moneda of the Public Services Group for Category 1. 

“I am so proud to be heading the best GOCC (Government-Owned and –Controlled Corporation) in the country called the SBMA, and to be working with the best team whose work ethics exude excellence, I am beyond blessed,” said SBMA chairman and administrator Rolen C. Paulino.  

The awarding ceremony transpired during the agency’s anniversary program where Paulino recalled the time when volunteers started rebuilding the former US military bases after the Americans had pulled out. He lauded all employees for the efforts throughout the agency’s existence.

Libut, who is from the Building Permit and Safety Department (BPSD) stood out among five other EOY finalists for Catergory 2 for his hands-on supervision of the implementation of major pipeline projects of the SBMA, which includes seven road rehabilitation projects and the perimeter fence rehabilitation from Kalaklan to Kalayaan.

Libut is a Project Evaluation Officer V and the Employee of the Quarter (EOQ) of the Regulatory Group for the first quarter of 2021, and the division chief of the Utilities Department, at the same time. 

Meanwhile, Moneda outshone his fellow EOY finalists for Category 1 being known for having offered SBMA offices in need of solutions to cooling problems by salvaging A/C parts from old unserviceable units to rehabilitate and repair five units of 7.5 tonnes split-type A/C, two units of split-type evaporators, and a window-type A/C. This made the agency save a total of ₱110,000 for the same period he was nominated for. 

Moneda is a Foreman B of the Maintenance and Transportation Department (MTD) and the Employee of the Quarter (EOQ) of the Public Services Group for the second quarter of 2021. 

Other contenders for the Category 2 were Lolita Bondoc of the Chairman and Administrator Group, Sheryll Rose Santiago of the Business and Investments Group, Jess Cipriano of the Operations Group, Engr. Janet Pasoot of the Public Services Group, and Genie Rose Vicente of the Support Services Group.  

Finalists vying for the Category 1 title were Jean Marie Pescador of the Business and Investments Group, June Rainer Roxas of the Operations Group, John Dela Cruz of the Regulatory Group, and Emily Abuan of the Support Services Group. 

All finalists received a plaque of appreciation for being selected the EOY of their respective Strategic Business Units (SBUs), and ₱20,000 cash.

The EOYs for both categories each received another sash as overall EOY of their respective category, another plaque of appreciation as overall EOY of their respective category, a collar pin, additional ₱25,000 cash, and a gift certificate worth ₱5,000. 

The remaining finalists still received additional cash incentive worth ₱3,000.

The employee of the year program was established in 2006 to recognize outstanding men and women for their excellent service, as such, 50 percent industriousness and productivity, 30 percent quality customer service, and 20 percent malasakit and honesty. (MPD-SBMA)

SBMA honors volunteers, outstanding workers in 29th founding rites







Officials of the Subic Bay Metropolitan Authority (SBMA) paid tribute on Wednesday to some 8,000 volunteers who worked without pay to kickstart operations here in early years of the Subic Bay Freeport Zone.

Speaking during the 29th SBMA founding anniversary celebration, the agency’s Chief of Staff Vicente Evidente recalled that it became the special mission of the SBMA to provide livelihood opportunities to residents of Olongapo City and nearby communities that were badly affected by the withdrawal of the U.S. Navy from Subic in 1992.

“When the U.S. Navy pulled out, the whole place was devastated. Olongapo’s Magsaysay Drive, which was the center of rest and recreation for American sailors, was like a ghost town. Businesses had to close because they did not have any option,” said Evidente, who delivered the message on behalf of SBMA Chairman and Administrator Wilma T. Eisma.

“The only option left for then SBMA Chairman Richard Gordon, was to rally the people of Olongapo to come to the Freeport, to preserve the facilities left behind by Americans, and build a new future,” he added.

Evidente, who was a volunteer himself and served as an executive assistant at the Chairman’s office, said the spirit of volunteerism “mesmerized” even prospective investors and convinced them to put up businesses here.

“To this day, we commemorate the volunteers’ sacrifice and hope to continue living the culture of volunteerism that these people have started,” he added.

Evidente and SBMA Treasury Department head Agnes Cabling, who is one of the original volunteers in 1992,  also offered flowers at the Volunteers Shrine, where the names of the Subic volunteers are etched on granite.

In the same ceremony, the SBMA Senior Deputy Administrator for Support Services Ramon Agregado presented outstanding employees from rank-and-file and supervisory positions with plaques of recognition, sashes and collar pins.

The finalists among the rank-and-file employees were Loreta Reforba of Planning and Development Office; Lucky Niño Baula, Business and Investment Department for Manufacturing & Maritime; Joseph Egalla Jr., Seaport Department; Tomas Dionson II, Maintenance and Transportation Department; and the eventual winner, Christian Paulo Belisario of Labor Department.

Among the supervisors, the finalists were Rolando Paloma Jr. of Planning and Development Office; Edwina Taguiam, Business and Investment Department for Logistics; John Quevedo, Seaport Department; and the winners Darwin Bitangcol of Maintenance and Transportation Department, and Rommel Aquino of Labor Department.

SBMA chief cites ‘corps of heroes’

Subic Bay Metropolitan Authority (SBMA) Chairman and Administrator Wilma T. Eisma congratulated on Friday the finalists and winner of the agency’s 2018 Employee of the Year (EOY award, saying it was her pride to lead a “corps of heroes” in the Subic agency.

“There’s no better way to celebrate heroism than by getting together and cheering them on, and making sure they are appreciated,” Eisma said during the awarding rites.


“They are here right now being feted because it is also a celebration of each and every one of us. We are the corps of heroes. You are the corps of heroes of the SBMA,” she added.

The SBMA chief also praised the agency’s employees for giving more than what they can give without expecting anything in return.

“That’s what makes me so proud to lead this organization. Because we have employees who exemplify what malasakit is, who exemplify integrity, character, passion, and love in every day that they come in for work,” Eisma also said.

The awarding, which took place at the Subic Bay Exhibition and Convention Center (SBECC) on Jan. 25, named Nida Linda C. Rojo as the agency’s 2018 EOY.


Rojo was nominated for excellence in supervising the tourism linkages and VIP services unit of the SBMA Tourism Department, and for delivering results above expectations.

Tourism manager Mary Jamelle Camba added that Rojo adapts well in both office and field activities, a trait that was key to representing Subic Bay in travel fairs and expositions locally and internationally.

Aside from Rojo, who was also awarded EOY of the Chairman and Administrator’s Group, five other finalists were named EOYs of their respective strategic business units (SBUs).

They are: Karren Balajadia of the Land Asset Development Department (LADD), who was named EOY of the Business and Investment Group; Christine Joy Robrico of Trade Facilitation and Compliance Department, EOY of the Operations Group; Alexander Canlas of Law Enforcement Department, EOY of the Public Services Group; Helen Castillones of the Ecology Center, EOY of the Regulatory Group; Ronald Rondez of Labor Department, EOY of the Support Services Group.

The winners were cited for their excellent performance beyond the call of duty and for various innovations in the workplace.

The SBMA Employee of the Year Awards is a project of the SBMA Human Resources Management Department to recognize and reward exemplary services rendered by employees in line with the Program on Awards and Incentives for Service Excellence (PRAISE) of the Civil Service Commission (CSC).

The finalists were selected according to the following criteria: industriousness and productivity, 50 percent; quality customer service, 30 percent; and malasakit and honesty, 20 percent.

Chairman Eisma said that some of the winners of the SBMA EOY awards had gone on to win Pagasa awards, the Civil Service Commission’s honor awards program for outstanding government workers. (RFD/MPD-SBMA)

Tourism officer bags 2015 SBMA Employee of the Year award

An events coordinator from the Tourism Department of the Subic Bay Metropolitan Authority (SBMA) was named the agency’s 2015 Employee of the Year (EOY) for his notable contribution in increasing the number of tourist arrivals here last year.

Antonio Dela Cruz emerged the most outstanding among the six finalists in the annual EOY search held on March 18 at the Subic Bay Exhibition and Convention Center (SBECC).

“What makes these employees whom we honor today different from everybody else? There are only three things that I look for in an employee: One is competence, two is integrity, and three is malasakit or, for me, going the extra mile,” said SBMA Chairman Roberto Garcia during his inspirational message.

“And the six employees we have today have exemplified that. They are not only competent at their jobs; they have integrity. And most of all, what distinguishes them from many of us, is that they have gone the extra mile. They have malasakit,” he added.

Dela Cruz was nominated for his efforts in increasing Subic Bay Freeport's tourist arrivals from 1.1 million in 2014 to 1.4 million in 2015.

According to SBMA tourism records, total visitor arrivals at Subic Bay Freeport increased from 6.4 million in 2014 to 7.3 million in 2015, while hotel occupancy grew from 64 percent in 2014 to 70 percent in 2015. Meanwhile, special event revenues reached almost P955,000 in 2015, while media value from various events increased from P260 million in 2014 to P318 million in 2015.

Media value is the amount equivalent to advertisements and other promotional services that the agency has saved by holding big-ticket local and international events in the Freeport.

Dela Cruz represented the Business and Investment Group in the EOY competition. The same strategic business unit of the agency had earlier selected him as the group’s employee of the year.

The other five finalists were Carlos Andres of the Chairman and Administrator’s Group; Yolando Dimen of the Public Services Group; Bello Mabato of the Regulatory Group; Vivian Perdigon of the Support Services Group; and Ernielita Rosas of the Port Operations Group.

Andres, an Information Officer II at the Public Relations Department, was cited for the assistance he extended to the Magbukon Aeta tribe at Sitio Kanawan in Morong, Bataan, in their bid to acquire their Certificate of Ancestral Domain Title (CADT).

On the other hand, Dimen, an Executive Assistant to the SBMA Deputy Administrator for Public Works and Technical Services, was noted for his major task of preparing on-time the project status report of all projects being implemented by all the departments under the Public Works Group.

Mabato, a Community Development Officer I, used his background in agriculture to establish the “Gulayan sa Kagubatan” and the “Pastolan Village Forest Nursery” projects, which benefited residents of the upland Pastolan village in Subic Bay Freeport.

Perdigon, a Senior Communications Development Officer I, was recognized for her excellence in undertaking multiple functions with minimum supervision that included working on records and archives, collating performance records of the agency, as well as delivering mails.

Rosas, a Document Examiner II, was honored for her crucial work of ensuring that any regulated and monitored goods to be admitted inside the Freeport are well documented and properly liquidated, and for strictly implementing the process on a “first-come, first-served” basis.

During the awarding ceremony, Chairman Garcia also challenged all other employees to work equally hard to be model employees in their own right.

The SBMA Employee of the Year Awards is a project of the SBMA Human Resources Management Department to recognize and reward exemplary services rendered by employees in line with the Civil Service Commission’s PRAISE program. (RAV/MPD-SBMA)

SBMA names airport engineer Employee of the Year

An engineer in the Subic Bay International Airport (SBIA) was named 2014 Employee of the Year during the awarding ceremony held at the Subic Bay Exhibition and Convention Center (SBECC) on Thursday.

Engr. Aldrin Sadang, supervising airways communicator, who was also named Employee of the Year for the Aviation and Maritime Operations Group of the Subic Bay Metropolitan Authority (SBMA), emerged as the best candidate among the six finalists in this year’s search for the agency’s outstanding employees.

“I should admit that I was a bit stunned when I learned about my nomination. Immediately, I can only utter ‘Thank you, Lord’ because being nominated in a prestigious search like this is a big thing,” Sadang said during his acceptance speech.

“I am pleased to have received this award. To everyone, especially to our Chairman Roberto V. Garcia and the members of the Personnel Selection Board, thank you for your choice and for your trust in me. I will continue to do my best to justify your trust and contribute productively to SBIA and to SBMA as a whole,” he added.

Sadang, who has been working in SBIA since 1995, helped the agency in saving a hefty P41 million by restoring the 19-year old airport’s weather observation system (AWOS).

The MILOS 500 and MIDAS 600 environmental data collection system of the AWOS was declared “beyond economical repair and due for replacement” by its supplier, but was restored to usefulness because of Sadang’s ingenuity and persistence.

The other five finalists in the search for the SBMA Employee of the Year were: standards supervisor Czarina Fragata, planning officer Jaime Menor Jr., roads and bridges supervisor Engr. Edgar Reyes, head administrative officer Lourdes Edejer, and accounting specialist Regina Gloria. They were also named Employees of the Year for their respective strategic business units.

Fragata, representing the Business and Investment Group, was nominated for her effort in the implementation of the Environment and Tourism Administrative Fees (ETAF). The ETAF helped boost the agency’s revenue generation.

Menor of the Chairman and Administrator’s Group was instrumental in the agency’s qualification with the Performance-based Bonus (PBB) that employees benefitted from. He has also been constantly helping other departments with his technical skills in computer database and statistics.

Reyes, who represented the Public Services Group, was responsible for generating savings worth P484,100 for the first quarter of 2014 alone from initiatives like traffic signage fabrication, recycling of traffic barrier, and edge marking and line canal.

Edejer, of the Regulatory Group, serves as the head administrative officer for the Ecology Center and has provided clerical assistance during project implementations by her department. Ecology Center was one of the agency’s top performing departments in 2014.

Gloria, from the Support Services Group, facilitated the payment of reconciled accounts of the Philippine Air Force (PAF) and the National Power Corporation (NPC) amounting to almost P29 million.

SBMA Director Benjamin Antonio III lauded the all finalists, as well as the Employees of the Quarter on behalf of Chairman Roberto Garcia.

“It’s tough to work for an agency like the SBMA. We all know that SBMA is not your typical government agency whose concern is as vast as SBMA’s. We have an airport, we have a seaport; we take care of investors, we take care of our own infrastructure, and we don’t get subsidy from the national government, yet we even give back to the national government,” Antonio said.

“So working in SBMA is complex. Working in SBMA entails a certain type of persistence,” he added, stressing the dedication of the outstanding employees.

Now on its ninth year, the search for the SBMA Employee of the Year is a project of the SBMA Human Resources Management Department, in line with the Civil Service Commission’s PRAISE program, which is aimed at recognizing and rewarding exemplary services rendered by employees. (RFD/MPD-SBMA)
