911 emergency hotline launched in Subic Freeport
In line with the agency's SMART Subic Project, the Subic Bay Metropolitan Authority (SBMA) inaugurated the Go Live SBMA 911 at this premier Freeport on Thursday morning.
According to SBMA Chairman and Administrator Jonathan D. Tan, the Go Live SBMA 911 is part of the Philippine Emergency Hotline 911 and is in partnership with the Department of Interior and Local Government (DILG) and the IC Bestlink Telecoms Corporation.
Tan led the inauguration of the Go Live SBMA 911 along with DILG Patrol 911 Executive Director Diosdado T. Valeroso and IC Bestlink Telecoms Corporation officer Danny Dela Cruz at the Regulatory Building of the agency.
“I am excited for the activation and full operation of the Philippine Emergency Hotline 911 here in Subic Bay Freeport, in partnership with the DILG. This will make our emergency response assistance more efficient and systematic,” he said.
“Likewise, with the training received by SBMA employees from the DILG, I am confident that they are more competent, capable, and prepared to handle and respond to emergency situations anytime,” he added.
The DILG Community Development Team conducted the said training to employees from various SBMA departments involved in emergency response such as the Telecommunications Department, Law Enforcement Department, Fire Department, and the Public Health and Safety Department.
The Go Live SBMA 911 is a prelude to the implementation of the SMART Subic Project currently being conceptualized by the agency. “We want a safe and secure community in the Freeport, and we can achieve this by turning our community into a Smart City,” Tan said.
The official also cited that the agency will continue to protect investors and businesses, employees, workers, residents and other stakeholders of the Subic Bay Freeport. (MPD-SBMA)

DFA mulling consular office in Subic Bay Freeport
The Department of Foreign Affairs (DFA) is now considering the establishment of a permanent consular office in this free port to better serve the public in the Subic Bay area and nearby parts of Central Luzon.
DFA Assistant Secretary Neil Frank Ferrer announced this during the agency’s passport processing project that was held last week at the Harbor Point Ayala Mall in partnership with the Subic Bay Metropolitan Authority (SBMA).
“This is our commitment—to bring our services closer to the public, closer to you people. We will not be just an ad hoc passporting on wheels. Our intention is to put up a permanent presence here,” said Ferrer, who joined the DFA team here to coordinate and look for a possible location for an office.
The DFA official added that with a permanent consular office in Subic, the agency will also be able to provide services like document authentication, assistance to nationals, and delayed registration of birth, marriage or death for Filipinos abroad.
“It will be a complete service, like a mini-DFA,” Ferrer said. “We are excited in having that office put up here soon.”
In January last year, SBMA Chairman and Administrator Wilma T. Eisma said she has requested the DFA to conduct passport processing here at least twice a year and, later on, to establish full consular services at the Subic Bay Freeport.
Eisma made the request after noting the huge number of passport applicants who queue for processing each time a passport-on-wheels team arrived in Subic.
Ferrer said the DFA has already established 34 consular offices across the country.
Recently, it opened seven new consular offices in Malolos, Bulacan; Ilocos Norte; Isabela; San Pablo, Laguna; Antipolo, Rizal; Tagum City, Davao del Norte; and Clarin, Misamis Occidental, he said.
SBMA deputy administrator for administration Ruel John T. Kabigting, who welcomed the DFA group during the passport processing project, said that he has been receiving positive feedback on passport processing events here.
“Applying for a passport in Subic became very convenient for the people because there is no need for them to travel to the regional office or to Manila. And they are thankful for this project,” Kabigting said.
A total of 818 passport applications were processed here in the March 29 project at the Harbor Point, according to the SBMA technical working group for corporate social responsibility (TWG for CSR), which is the prime-mover of the mobile passport processing project.
This was the third passport processing project of the SBMA TWG for CSR that was held in cooperation with the DFA, Harbor Point Ayala Mall, and Converge ICT.
The TWG for CSR consists of about 50 SBMA employee-volunteers who render public service to the public through projects like passport on wheels, firearms licensing, and civil registration. (RFD/MPD-SBMA)

Toyota dealership breaks ground in Subic Bay
Toyota Subic Inc. (TSI) will start construction of its P150-million multi-level showroom and service center following the groundbreaking of its 10,000 square-meter facility in this premier freeport.
“If there is anything that we can help you even more, don’t hesitate. There are a lot of other business opportunities, and we hope to do more business with you.” Subic Bay Metropolitan Authority (SBMA) Administrator Wilma T. Eisma told TSI during the ceremony held Monday (Feb. 13) at the Subic Gateway District where the facility will soon rise.
“Opening a new facility is always paved with many difficulties. Nothing really is ever easy at the start, even with a product with key competitive advantages of quality, affordability, and worry free ownership,” Go said.
“It is still backed up with required huge capital funding, strategic location, state-of-the-art facilities, and exemplary employees,” he added.
TSI, a joint partnership between GT Capital Auto Dealership Holdings Inc. (GTCAD) and JBT Global Holdings Inc. together with its automotive subsidiary, Toyota Motor Philippines Corp, is expected to be fully operational on or before December of this year.
Jose B. Tan Jr., President of TSI said Toyota is the top selling brand for passenger and commercial vehicles in the country since 2002.
“Toyota holds 40% share of the Philippine market as of December 2016, with a unique and distinguished dealership personality that they enjoy exploring,” he said.

eBPS phase 2: Subic activates online payment for port transactions
Stakeholders in Subic can now pay their port dues online through Subic Bay Metropolitan Authority's (SBMA) Electronic Billing and Payment System (eBPS).
eBPS, carried out in partnership with Land Bank of the Philippines (LBP), allows Subic Bay Freeport locators, residents, and seaport users to access, view, and print their online billing statements.
The first phase of eBPS was launched last year to facilitate delivery of monthly statement of accounts (SOA) to locators and residents in the Subic Bay Freeport Zone, and remittance of payment, through LBP's electronic banking services.
The deployment of the e-BPS Phase 2 includes other payment transactions, including seaport charges and US-dollar denominated SBMA fees, and the remittance of payment through other BancNet member banks.
Payments can be made online via an automatic debit arrangement using the person's LBP account or ATM card for a minimum service charge of P25 per transaction for peso-denominated billings and US$0.75 per transaction for dollar-denominated billings.
SBMA, in an advisory to locators and residents, said the project is part of its continuing efforts to improve its services.

Toyota dealership to open in Subic
TY family-led conglomerate GT Capital Holdings Inc. has entered into a joint venture deal to set up Toyota car dealerships within the former US naval base, Subic Bay Freeport.
TSI is a joint venture between GT Capital Auto Dealership Holdings Inc. (GTCAD), a newly incorporated and fully-owned subsidiary of GT Capital, and JBT Global Holdings Inc. GTCAD will own 55 percent of the new company while and JBT Global will own 45 percent.
JBT Global is the holding entity of businessman Jose B. Tan, a strategic partner of Toyota Motor Philippines Corp. – the automotive subsidiary of GT Capital – in Toyota San Fernando, which operates Toyota dealerships in Plaridel, Bulacan and Hacienda Luisita, Tarlac City.

Subic now most advanced logistics hub in Phl
The Subic Bay Freeport Zone is ready to accommodate rising demand in local and international trade with recent facility upgrades and enhanced logistics solutions, the Subic Bay Metropolitan Authority (SBMA) said.
SBMA chairman Roberto Garcia said Subic’s facilities now stand as the most advanced of its type in the country.
Garcia said the freeport’s available services likewise give locators in Asia and around the world the perfect venue for exports and imports while offering dealers, institutions, and companies a stable and secure location to store and trade products.
“Some of the best-known and biggest freeports like those located in Geneva, Singapore and Luxembourg have effectively attracted investments from small, medium and large industries through seamless logistics solutions. These are the same solutions available now in Subic and we expect more and more companies to come here to take advantage of what we can offer them,” he said.
According to SBMA, freeports were originally intended only to provide space to store goods in transit, but this role soon evolved to include the complete conduct of trade and business both inside and outside the country.
With recent developments, SBMA said Subic Bay Freeport has emerged as the main logistics hub for business and industries in Northern and Central Luzon.
“We’ve consistently provided cost-effective logistics for foreign and local industries in Central and Northern Luzon. That is necessary for the country’s competitiveness so that we can attract more foreign direct investments and propel the Philippines towards continued growth. More than that, we want to provide the necessary support to all companies in the Philippines that need access to the rest of the world,” Garcia said.
Located in Olongapo, Zambales, the Subic Bay Freeport is the largest in the country and is supported by the Subic Bay International Terminal Corp. (SBITC), a subsidiary of the International Container Terminal Services Inc. which operates New Container Terminals 1 and 2.
SBITC has terminals with a combined area of 28 hectares and an annual capacity of 600,000 twenty-foot equivalent units or the total number of container vans ships can carry in the terminal.

DMCI trims stake in Subic Water
DMCI Project Developers, the property arm of DMCI Holdings has trimmed its stake in Subic Water and Sewerage Co., a public-private partnership arrangement that operates the water service facilities in the Subic Bay Freeport and Olongapo City.
The shares represent 10 percent of the outstanding capital stock of Subic Water.
“DMCI Project Developers still owns a total of 30 percent of Subic Water’s outstanding capital stock after the sale,” the company said in its disclosure.
Subic Water is a pioneer company formed in 1997, which introduced the first public-private partnership, build-operate-transfer model in the water and wastewater services industry.
It was formed in light of the impending water crisis in Olongapo City during the 90s, and the growing commercial water requirements of the booming Subic Bay Freeport Zone.
Other members of the consortium are Sembcorp Industries Ltd., (sembcorp) a Singaporean water utility specialist; Subic Bay Metropolitan Authority (SBMA), the agency that administers Subic Bay Freeport; and Maynilad Water Services Inc.
The company was granted the exclusive right and privilege to operate, maintain, and improve the water and sewerage systems of Olongapo City and Subic Bay Freeport under a 30-year franchise term.
DMCI Holdings reported a consolidated net income of P9.9 billion in the nine-months to September last year, up 31 percent from P7.5 billion the previous year. (Iris Gonzales, The Philippine Star)

Five gov't satellite offices open inside Subic Bay Freeport Zone
This was made possible after the Department of Trade and Industry (DTI), Bureau of Internal Revenue (BIR), Department of Interior and Local Government (DILG), Social Security System (SSS) and PhilHealth signed a Memorandum of Agreement (MOA) with the Ayala-owned mall for the maintenance of their offices.
Said move primarily aims to provide clients with easier and more comfortable access to various services of the government.
During the MOA Signing and ribbon-cutting, DTI Regional Director Judith Angeles expressed her gratitude to Harbor Point for enabling DTI and other government agencies to prove their commitment in bringing their services closer to people.
"I hope that by next year, the DTI office here can also expand and be enrolled as a Negosyo Center,” she added.
Aside from Angeles, DILG Regional Director Florita Dijan, SSS Assistant Vice President Vilma Agapito, and Harbor Point Deputy Operations Manager Derrick Manuel also led the ribbon cutting.

SBMA launches e-bills, payment system for locators
The Subic Bay Metropolitan Authority (SBMA) recently launched its electronic Billing and Payment System (e-BPS) to facilitate delivery of monthly statement of accounts (SOA) to locators and residents in the Subic Bay Freeport Zone, and remittance of payment, initially through the electronic banking services of Land Bank of the Philippines (LBP).
SBMA chairman and administrator Roberto Garcia said the SBMA e-BPS is the first such government system, and suggested other government agencies, particularly Clark Freeport Zone, and Freeport Area of Bataan, to consider adopting the same.
He said he expected the immediate deployment of the e-BPS Phase 2, which would include other payment transactions, including seaport charges and US-dollar denominated SBMA fees, and the remittance of payment through other BancNet member banks.
In lieu of the delivery of the monthly SOA, the SBMA will send email notification to locators and residents that their SOA has been posted online. With a hyperlink to the SBMA portal, locators and residents will be able to view their respective SOA, and authorize Landbank to electronically remit the payment of the outstanding amount from their account for credit to the SBMA account. Upon receipt of the electronic payment confirmation from Landbank, SBMA will update the e-BPS to reflect said statement.
The e-BPS is being implemented by the SBMA in collaboration with InterCommerce Network Services, Inc., a value-added service provider accredited by SBMA and other government trade regulatory agencies. (PortCalls.com)

UK-based firm builds new PH plant
David Brown Gear Systems, a global United Kingdom-headquartered leader in gear engineering, has expanded its world wide presence with the establishment of a new facility in the Philippines.
On Thursday, David Brown opened its new industrial gearbox service and repair facility in Subic Bay Freeport Zone, Philippines.
Fully equipped with modern gearbox strip, condition assessment, repair, rebuild, assembly and test facilities, David Brown Gear Systems (Philippines) Inc. will repair and upgrade gearboxes in industrial applications including mines, power stations, cement and sugar processing plants as well as oil and gas facilities and marine vessels.

British firm sets up shop in Subic
British firm David Brown Gear Systems is opening its first industrial gearbox services center in the Philippines.
The facility, located at the Global Gateway Industrial Park at the Subic Bay Freeport zone will deliver rapid industrial gearbox service, repair and upgrade to a number of key industries including mining, sugar processing, cement, and oil and gas.
David Brown's expertise is not restricted to a specific application or gearbox brand.
It can service and repair any gearbox, including those for industrial application.
It can also make prompt site service visits.
