Subic Bay Freeport tops tourist arrivals in Central Luzon

Subic Bay Freeport is Central Luzon's most visited tourist destination in 2014.

Department of Tourism (DOT) Regional Director Ronaldo Tiotuico, in a press statement, said "Subic Bay Freeport and Zambales was the most visited at 1.2 million arrivals followed by Clark Freeport, Pampanga and Angeles City- 621,000; Bataan- 199,000; Bulacan- 109,000; and Aurora- 108,000.”

DOT region III reported that tourist arrivals in Central Luzon rose to 21% in 2014 compared to 2013.

3.1 million domestic and foreign travellers went to the region last year compared to 2.7 million in 2013 based on monthly survey reports submitted by accommodation establishments.

Chinese topped the most number of foreign travelers in Central Luzon last year at 390,431 or 12.5% followed by Americans- 95,737 or 3.08%, Koreans- 55,692 or 1.8%, and Singaporeans- 31,200 or 1%.

Average occupancy rate for accommodation establishments in the region stood at 62% while length of stay for travellers was at 22 nights with over 1.2 available rooms during the year.

“The unprecedented increase can be attributed to the significant developments in Clark and Subic Bay Freeports along with the recent infrastructure improvement at the Clark International Airport which allows it to have the ability to welcome as high as four million passengers,” Tiotuico explained.

Also, the conduct of festival planning and management seminars for members of the Association of Tourism Officers of Central Luzon as well as the participation of DOT and government and private stakeholders in tourism and travel expositions in Makati, Cebu, and Davao were likewise named as contributory to the surge.

SBMA 2014 record income up 40%

For the third consecutive year, the Subic Bay Metropolitan Authority (SBMA) hit new record highs in its 2014 financial performance, as it scored a net income of P1.556 billion vs the 2013 income ofP1.11 billion, a substantial increase of 40%.

“Revenues from port operations, tourism and industrial commercial leases rose to P2.442 billion or 21% vs 2013 figures, while EBITDA or operating profit hit P1.391 billion or 51% over the previous year,” SBMA Chairman and Administrator Roberto V. Garcia announced recently.

With the port congestion in Manila, many importers shifted to Subic, causing port revenues to hit P909 million or an increase of 45%. Significantly, containerized volumes jumped to 77,000 TEUs or an increase of 105%. Locator export volumes likewise increased to U$2.3 billion or a 59% increase from the previous year.

Tourism likewise registered substantial revenue gains with a substantial 61% jump driven by a 12% hike in tourist traffic. MICE events (Meetings, Incentives, Conventions and Exhibitions) chalked up an increase of 150% while sports events rose 75% to make Subic Bay the number one tourist destination in Central Luzon according to DOT records.

Industrial and commercial leases likewise hit P1.050 billion, up 13% from previous years, as more businesses flocked to the Freeport. These and other expansion projects of existing locators caused jobs to increase from 89,584 in 2013 to 96,958 in 2014, providing 7,374 new jobs or an increase of 8%.

Reflecting the Agency’s robust growth on all fronts are the cash collections of the Bureau of Internal Revenue’s P1.8 billion and the Bureau of Customs’ P15.290 billion, which improved by 27% and 36% respectively in 2014.

Lastly, the 5% tax collected from locators in the Freeport rose to P497 million, or a 35% increase over 2013. SBMA remitted this amount with P199 million going to the eight local government units surrounding the Freeport, while P298 million was remitted to the National Government Treasury. The total contribution of SBMA to the national economy therefore amounted to P17.638 billion.

According to Garcia, the agency’s sterling three-year record performance could be attributed to good governance, the implementation of its strategic initiatives, and the hard work of the agency’s management and employees. (KMF/CorCom-SBMA)

Tourism expo geared to spark inclusive NorthPhil development

An expo slated at the SM City Clark on November 14-16 is being promoted for international and local tourism and infrastructure investments that are seen to bring about widespread development in North Philippines (NorthPhil).

Spotlighted are the region’s coast-to-coast infrastructure development potential for trade and tourism spanning the shores along the West Philippine Sea and the eastern seaboard facing the Pacific and the thin strip of mainland Luzon, particularly its waistline between Lingayen Gulf and Baler Bay, both with seaports, and benefiting all socioeconomic sectors regionwide.

Further up north in La Union alone are the seaport and international airport in San Fernando, and down south in Subic are similar facilities linked to Clark in Pampanga, all connected by arterial roads like NLEX and SCTEX that branch out to various parts of North Philippines and its mall of tourism attractions, many are yet to be discovered and developed.

“Such are the potential investment destinations that the ongoing promotion of the NorthPhil (North Philippines) Expo is incidentally highlighting, thus making it cover both sides of the demand and supply chain at both ends of the market spectrum,” said Central Luzon Director Ronnie P. Tiotuico of the Department of Tourism (DOT).

“In effect, the DOT finds itself pushing both product development and promotion with a single masterstroke through the NorthPhil Expo, which is seen to leapfrog tourism growth in the North at double-digit rates,” Tiotuico added, hinting at combined foreign and domestic visitor arrivals of up to three million or so in less than a couple of years with Clark’s impending development into a premier international airport of world-class caliber.

Domestic visitor arrivals in Central Luzon alone have already reached a total of two million in 2012 based on statistics from commercial establishments in the region’s seven provinces and two Freeport zones (Clark and Subic).

Subic Freeport to undergo facelift to attract more visitors

The Subic Bay Metropolitan Authority (SBMA) announced a major initiative to improve facilities and enhance the natural beauty of this free port with the end in view of boosting the tourism industry here.

SBMA Chairman Roberto Garcia said the agency’s “Operation Facelift” is designed to bring Subic at par with other tourist attractions in like Singapore and Guam.

Garcia noted that the Subic Bay Freeport is known for its natural assets like the lush rainforests, pristine beaches, and native wildlife that lure tourists into the area.

“However, as years went by, some of the structures and spaces seem to have been neglected or left unattended and havebecome eyesores,” he said.

Garcia noted that the American military, which previously occupied the Subic Naval Base, had kept the area as a beautiful and comfortable place to relaxation.

“Even after the Americans had left, people from all over the country came to see and enjoy Subic, especially when investors came and built theme parks, hotels and restaurants, and duty-free stores and malls,” he said.

Garcia added that for its natural and man-made attractions, Subic has been named by the Department of Tourism (DoT) in October 2012 as its unequivocal choice as the “Premier Convention Capital of Central Luzon.”

In December 2012, Subic was also identified by the DoT “as one of the Top Destinations in the Country” due to its wide array of quality tourist facilities and the high level of visitation it generated.

Garcia said that “Operation Facelift” would bring back the natural beauty of Subic that tourists and local residents have come to love and be proud of.

He said the tourism development program will also inject technology into the system, like replacing grasses with the low-maintenance “frog grass” variety and planting selected species of trees that need little maintenance.

“Honestly, SBMA cannot do this alone; that is why we welcome everyone who would volunteer to help in this endeavor,” Garcia said.

“We hope that volunteers from companies, civic organizations and schools, as well as residents, would help us in painting street curbs, planting trees and flowering plants, repainting building walls, and cleaning the streets,” he added.

Garcia also enjoined business locators and residents in the Freeport to support the beautification drive by keeping their areas orderly and clean.

“These little tasks mean a lot because, taken together, they would make for a cleaner, more beautiful, more attractive and more marketable Subic,” Garcia added. (RAV/MPD-SBMA)

Ad execs cite Subic for ‘excellent job’

Top executives in the advertising industry have commended the Subic Bay Metropolitan Authority (SBMA) and other tourism stakeholders in this free port for the successful hosting here of Ad Summit Pilipinas 2014 last month.

In a joint letter, Alex Syfu and Norman Agatep, chairman and president, respectively, of the Association of Accredited Advertising Agencies of the Philippines (4As), praised Subic over the outcome of this year’s advertising conference held at the Subic Bay Exhibition and Convention Center (SBECC).

“On behalf of the Association of Accredited Advertising Agencies of the Philippines (4As) and the Ad Summit Pilipinas 2014 management committee, we would like to thank you all for an excellent job during our mega event,” they said.

“It is a joy working with people who understand thoroughly the purpose behind our activities and the quality standards that we uphold. Your attention to detail, commitment to the job, and quick response all contributed to the success of the first ever Ad Summit Pilipinas 2014. Kudos to you,” they added.

With the theme “Age of Enlightenment”, the four-day summit drew over 2,000 advertising and marketing practitioners from all over the country, as well as acknowledged masters in the industry like CCI-Asia Chairman Emily Abrera, Omnicom Media Group CEO Cheuk Chiang, APAC CEO of JWT Tom Doctoroff, and Dentsu Aegis Network Chairman Dick Van Moltman.

The advertising summit set out to challenge industry practitioners to make the world a better place, and provide hope and relevance in the brands and messages that they create.

SBMA Chairman and Administrator Roberto V. Garcia said the SBMA, as well as other groups and establishments involved in hosting the event, “gave their 101% to make the summit successful.”

He noted that the Subic Bay Freeport has been hosting similar conventions in the past several years after the agency established the SBECC as the cornerstone of Subic’s MICE (meetings, incentives, conventions and exhibitions) program.

Because of Subic’s excellent conference facilities, the Department of Tourism in Region 3 (DoT-3)named Subic as the “Premier Convention Capital of Central Luzon,” having been chosen as venue for 293 MICE events in 2012, and in the process accommodating more than 130,000 guests.

Complementing the honor, the DoT3 also named the Subic Bay Freeport “as one of the Top Destinations in the Country” last December 2012 for its wide array of quality tourist facilities and the number of visitors it generated.

Subic tourists to pay new fees

SUBIC BAY FREEPORT, Philippines - Tourism establishments here were directed by officials of the Subic Bay Metropolitan Authority (SBMA) to start collecting Environment and Tourism Administrative Fee (ETAF) from tourists as the new policy was officially implemented last March 4.

During a public forum held here last March 12, SBMA Chair Roberto Garcia reminded tourism establishments or facilities owners to follow guidelines on collecting ETAF to avoid being fined or penalized.

Garcia stressed that the fund from the collection would “defray the costs for the continued protection and conservation of the environment.”

The new policy imposes P100 per room per night for hotels and other accommodation facilities for the first 5 nights of stay, and P50 per room per night on the 6th night onwards.

Meanwhile, a P20 fee will be collected per head in theme parks, beaches, swimming pools, cinemas, museums, amusement and other tourism establishments or events with fixed entrance fees, or 10 % of the fixed entrance fee, whichever is lower.

Garcia reiterated that they have already carried out various information activities to properly inform tourists about the new fee. He added that they would provide tourism establishments with notices of the implementation of the guidelines.

Investors who attended the forum, however, raised concerns related to losing clients and profit, saying the new fees would discourage tourists from visiting or staying inside the Freeport.

Hotels and theme parks owners said they are worried that ETAF collection might also create confusion among their patrons that might even lead to complaints concerning the fees.

Burden

Evelyn Renion, general manager of the Casablanca Hotel and Condominium here, said the new fees would be a “burden” to hotel guests who might be surprised to find additional charges in their hotel bills.

Danny Tan, President of Subic Bay International Hotel, also expressed apprehension over the collection of ETAF, especially because many locators like them were informed about its implementation just recently.

Tan said aside that from confusing tourists, the ETAF collection would also complicate their sales system since they were unsure how to add this new fee to their official receipts. (Randy Datu, Rappler.com)

Country’s first Road Safety Park to rise in Subic Freeport

Well-known for enforced traffic rules and road discipline and safety, this premier free port will soon be the home of the country’s first Road Safety Park.

Tourism Secretary Ramon Jimenez Jr., assisted by Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia and Federation Internationale de I’Automobile (FIA) president Jean Todt, broke ground on Wednesday the construction of the park at the former US naval magazine complex here.

The park groundbreaking was part of the five-day Asia Pacific Drive Tourism Conference that opened at the Subic Bay Exhibition and Convention Center on January 29.

Jimenez said the park project was “one of the most important part of the Drive Tourism conference in Subic.”

“Drive tourism” refers to tourists taking leisure trips to destinations in their own or rented vehicles. It is now a rapidly growing sector of the tourism market in the Philippines and abroad.

Jimenez described the park as a miniature community complete with established traffic rules such as traffic signs and pavement markings. It will also have buildings like fast-food restaurants, bank, supermarket, library and shops.

The park’s mission is to inculcate road safety values among children and to improve their knowledge, skills and behavior as road users.

“Safety is part of the sustainability that will make driving a most pleasurable part of going around the Philippines. When we are all safety-conscious, we will all feel the pleasure of the driving,” Jimenez also said.

SBMA Chairman Roberto Garcia, meanwhile, welcomed the construction of the Road Safety Park here, saying there is no other place in the Philippines where every motorist observes traffic signs and stops at the corner of the road even there is no traffic enforcer in the area to flag him.

“When in Subic, local motorists learn the way of road courtesy and follow traffic rules. That is why, Subic is the ideal place for the Road Safety Park where people will learn more about road safety,” Garcia added.

With the theme “Saving Lives, Saving Costs, Saving the Planet,” the Asia Pacific Drive Tourism Conference features discussions and presentations on the latest innovations in the automobile industry, road safety, mobility, motorsports, as well as travel and tourism from both local and international specialists.

Subic tourism prospects for 2014 ‘very positive’

The Subic Bay Metropolitan Authority (SBMA) is expecting another “record-breaking year” in tourism this year, as it intends to ride on last year’s accomplishments and whip up greater momentum with bigger events and more attractions this year.

SBMA Chairman and Administrator Roberto Garcia said in a recent report to tourism stakeholders here that Subic faces a “very positive” period this year because of increasing tourist arrivals brought about by the hosting of more sports events, as well as meetings and conventions, in the free port.

“We have been gaining much ground in tourism in the past three years, and in 2014 we intend to do better as we host several major events here in Subic,” Garcia said.

“We have the product—the Subic Bay Freeport, and we just need to get it out there so that we can maintain, if not surpass, the big numbers we attained in 2013,” he added.

According to figures released by the SBMA last week, there was a 20-percent increase in sports-oriented events staged in the Subic Bay Freeport in 2013.

These major events included the Subic Bay to Boracay Race on February 16, the Commodore’s Cup Regatta from April 2 to 6, the Asian Triathlon Championship and the TRAP National Triathlon Championship from April 26 to 29, the Century Tuna 5i50 Triathlon on June 23, the Safeguard 5i50 Triathlon on October 6 and the Subic Duathlon Open Championships on December 1.

Garcia said the unprecedented 134-percent increase in the number of participants joining sports events here has made Subic Bay “arguably the sports tourism capital of the Philippines.”

He added that Subic also hosted several meetings, incentives, conventions and exhibitions (MICE) events in 2013, leading to a 52-percent increase in participants as of September, compared to the level of participation as of September 2012.

“Visitor, tourist and hotel guest arrivals have all increased respectively by 8.3 percent, 0.86 percent and 0.89 percent as of October 2013, as compared to levels as of October 2012,” Garcia also said in his report.

Garcia also said aside from aggressively promoting Subic Bay as a must-see tourist destination, the SBMA had undertaken regular projects to protect and enhance the natural environment of the free port, which is Subic’s core tourism product.

Among the measures SBMA had taken for the environment in 2013 was the full implementation of a “no plastics” policy in January, regular beach and river clean-up projects in coordination with neighbor-communities, and the holding of a water summit to ensure adequate clean water supply in the area.

To provide more momentum to SBMA’s tourism initiative for 2014, the agency had booked major events like the 1st Asia-Pacific Drive Tourism Conference, Auto and Travel Show, which opened here on Tuesday.

Subic will also be the venue of the Ad Summit Pilipinas 2014 scheduled from May 7 to 11, and is eyeing to host the International Table Tennis World Championships this year, Garcia said.

The “Drive Tourism” event, which will last until Sunday, February 2, is a joint project of the Department of Tourism and the Automobile Association Philippines.

Subic to host ‘Drive Tourism’ conference

Consistent with Subic’s image as a popular drive-in destination for tourists, this free port will be the venue for the Asia-Pacific Drive Tourism Conference, Auto and Travel Show slated on January 29 to February 2 at the Subic Bay Exhibition and Convention Center.

The five-day conference will feature discussions and presentations on the latest innovations in the automobile industry, road safety, mobility, motorsports, as well as travel and tourism from both local and international specialists.

Capping the event are the Auto and Travel Show, which will begin on January 31, and the International Kite Festival on February 2.

For this project, the Automobile Association Philippines, the country’s largest auto club with over 50,000 members, and the National Auto Club have teamed up with the Department of Tourism and the Subic Bay Metropolitan Authority (SBMA).

Organizers said the event will be graced by Federation Internationale de l’Automobile (FIA) president Jean Todt and Department of Tourism Secretary Ramon Jimenez, Jr.

Drive tourism, where people take leisure trips in their own vehicles or hired vehicles, is a rapidly growing sector of the tourism market both here and abroad.

The event supports the United Nations Decade of Action for Road Safety 2011-2020 with the objective to save five million lives and prevent 50 million road injuries through the theme, "Saving Lives, Saving Costs, and Saving the Planet."

SBMA Chairman Roberto Garcia said the “Drive Tourism” conference will be the first major conference to be held in this free port this year.

Tourism confab set

EXPLORE THE Philippines' countryside charm and cultural gems through driving at the first Asia Pacific Drive Tourism Conference, Auto and Travel Show scheduled at the Subic Bay Exhibition and Convention Center on Jan. 29 to Feb. 2.

A first of its kind in the country, the five-day confab and expo is presented by the Department of Tourism (DoT) and Automobile Association of the Philippines (AAP), the National Auto Club and the Subic Bay Metropolitan Authority (SBMA).

Keynoting the event are Tourism Secretary Ramon Jimenez, Jr. and Jean Todt, president of the Paris-based Federation Internationale d'Automobile (FIA), the world's largest group of car clubs and motorsports associations with over 200 member organizations in 132 countries.

Other invited speakers are the transport ministers of Sri Lanka, Malaysia and New Zealand, and the tourism ministers of Nepal, Maldives, Palau, Bhutan and Thailand, Automobile Association of Upper India President TK Malhotra and flA Region 2 President Ross Heron, as well as representatives from the Asian Development Bank and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).

The conference will serve as the market launch of the DoT's Drive Tourism program in coordination with AAP which aims to consolidate the components of all tourism-oriented road and driving activities.

"Drive Tourism is where participants move through a tourism highway or road network that allows them to see diverse attractions on the road and experience the local way of life," says Secretary Jimenez.

He added that the pioneering event will include presentations on the latest innovations in the automobile industry, road safety, mobility, motorsports, travel and tourism from both local and international specialists during the conference and exhibition.

He said that AAP has been undertaking caravans in various provinces to boost domestic tourism and provide income opportunities in the countryside.

Unlike seat-in-coach tours; allows participants to tailor fit itineraries based on their preferences, such as culture and heritage, water sports or culinary adventure for a complete travel experience.

The conference will also see the groundbreaking of the Subic Children's Road Safety Park, which will serve as an educational stage to teach the culture of road safety and discipline among children.

The first of its kind in the country, it will serve as the model of similar projects envisioned to be set up in every region.
